Alright, so it's about time we start getting into the deeper plot of the site buy discussing what we're going to do with the first major villains. Keeping in mind that relations between villages are poor and tension is high, I think it likely that a group of shinobi could be trying to spark a war for reasons yet unknown, or something along those lines. Feel free to throw out any ideas you might have and we can get to brainstorming.

A corrupt conspiracy within two(refereed to as 1 and 2) or more of the nations comes to planting and processing intelligence that leads to war between two separate nations (3 and 4) with the plot of coming and "peace keeping" themselves into power after the two nations. However in the midst of their occupation Nation 1's conspiracy group overthrows its village and now with all of the resources at its disposal turns on Nation 2. With the fighting moved out of Villages 3 and 4, they form an alliance and counter attack. While trying to hold Nation 1 at its borders and barely holding off the 3/4 alliance Nation 2 has a witch hunt for the conspirators, depending on the results Nation 2 either joins/surrenders to 3/4 or is assimilated through the survival of the corrupt element into nation 1.

Since there's not much action in Kumo we can leave it out for now. A la Nation 5.

I'm not sure it needs to happen exactly like that, bur I like the idea of an undercover organization working from within the villages.

Well im just throwing ideas out there. Take whatever you want. Just rememver good badguys sometimes have diplomatic immunity.

While true, diplomatic immunity is something that's often misused. It does not disallow someone from being arrested for committing a blatant crime that can be proven, but rather from being detained under suspicion of a crime that can't yet be proven. That, and I wouldn't think that diplomatic immunity is a concept that exists in this world, what with the unstable nature between villages. But either way, having a bunch of moles throughout the villages trying to frame other villages and instigate a war could be an interesting way to go.

Well, any groups of people with vaguely equal strength develop some form of diplomatic immunity in order for any communication or trade to work at all. Even ancient civilizations had protection for envoys and guest rights.

But when shit hits the fan ambassidors and envoys are usually first on the chopping block. Id imagine that they would be low level couriers and unconnected to the heads of the conspiricy.

I personally enjoy the idea of a group of shinobi that are higherups in each village trying to cause war. They could have their various reasons, or perhaps each one just owns a business that would allow them to gain from war profiteering.

Regardless, I have to agree with Kenji that the idea of immunity is a bit too overused. This isn't the same world where there is DNA comparisons or anything that would allow for 100% proof. I think that a conspiracy across villages is interesitng, but there would have to be a good reason for it. This can be discussed though, what would cause people from the various villages to come together to create war? How would they come to trust or know one another?

I would stay away from the whole merchants of death thing. Theres relatively little money to be made on shinobi weapons. However Naruto presents a rare opportunity for a eugenics war. Gain power and start a caste system where bloodlines rule all and then come shinobi clans then come commoners. This is of course all secret to the lowest of henchmen.

Along with what Marz said, I rather find the motive of simply making money from war be pretty basic and kind of boring. Definitely should go with something more...sinister, I guess works.

Okay, since no one else is offering anymore ideas, and after some discussion with others I think the way to go is with an undercover organization consisting of members from each of the villages. To begin with, they won't be open criminals known to anyone, but rather working from within to secretively create conflict and spark a war between the lands. As far as the lesser members will be concerned, their goals are simply for money and power. However, their ultimate goal, known only to the top members, will be to reconfigure the shinobi world the way they see fit, with bloodlines and clans ruling over those they consider to be of inferior lineage.

That seems like a fine plot, but I think for now at least we should just let people work on their characters. Give them time to develop and do shit. I'd say like, once some of the starting genin start hitting Chuunin would be a good time to start bigger plots.
